[Help Needed Urgently]Need to develop custom dashboard for users in WordPress

I have to create a custom dashboard where the Admin will upload certificates for there users and each user will be able to see their respective certificates in their respective dashboard. The certificates (PDF) files will be uploaded in Google Drive and the links will be put in the dashboard by the Admin or by the authorized person. That custom dashboard will have a search option through which the user will be able to search posts using the certificate's name and/or using the date/year of getting the certificate.​

Have you search the wordpress plugin directory for the possibility of any plugins to get this done?

Using WordPress, a developer need to know the type of site you are creating, the theme and more details of what you want exactly if this can be done.
